In reply, please reference Solicitation Number SPRRA1-20-R-0110: Huntsville DLR Add 20-6. The Government requests your best pricing and delivery terms for the parts based on the quantities listed. The Government’s required delivery lead time and packaging requirements are attached as well. The period of performance will be for a total of four (4) years as follows, ordering period 7 (2021), ordering period 8 (2022), ordering period 9 (2023) and ordering period 10 (2024).The price and delivery proposed may be negotiated upon closing of this solicitation. For non-commercial items exceeding the $2,000,000 threshold, Certified Cost and Pricing Data must be submitted. This correspondence constitutes a letter solicitation to add multiple Depot Level Repairable (DLR) parts to contract SPRPA1-14-D-002U. The terms and conditions of your proposal must be in accordance with those of the basic contract. This requirement has been advertised in the beta.SAM website for viewing by the general public. If another supplier indicates interest in responding to the requirement as a result of viewing the synopsis, a formal solicitation will be issued to accommodate that supplier. An expedient reply is requested. However, the closing date for the referenced solicitation is no later than the close of business on 05 October 2020. Please send your proposal in writing. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the Defense Logistics Agency to identify potential manufacturing/supply sources, and if future efforts can be competitive or Set Aside for Small Business. The proposed North American Industry Classification Systems (NAICS) Codes are identified on Attachment 1 entitled list of NSNs. This SSS is to notify companies that the Defense Logistics Agency, Redstone Arsenal, Alabama, is seeking qualified sources for the Sole Source acquisition of multiple NSNs (attachment 1) in support of the AH-64 Apache Helicopter Weapon System. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the materials for a competitive solicitation. As a result, this acquisition is currently being procured under the Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. All contractors must meet prequalification requirements in order to be registered as a potential source. Firms that process the ability and can produce the required item(s) described above are encouraged to identify themselves. The contractor shall be capable of successfully performing and complying with any and all special requirements in accordance with the terms and conditions set forth in the solicitation annotated above, at the unit prices established at time of a contract award. The contractor will be responsible for recurring and nonrecurring engineering services associated with becoming a qualified source. The contractor will also be responsible for all aspects of the manufacturing/production process, including but not limited to: supply chain management, logistics, forecasting of parts, long-lead parts procurement, material forecasting, obsolescence issues and final delivery of assets as well as any and all additional costs incurred resulting from contract performance.
