This ... *** OY 1 was awarded on 18 DEC 2023. This Synopsis is to extend notification that the PoP for OY 1 is modified from 18 DEC 2023- 17 DEC 2024 to 18 DEC 2023 - 07 APR 2025. For a total of 45 NINS. This shall serve as a notice to synopsize the Option Year One as well as additional items (Increment One) for a total of 68 Depot Level Repairables (DLRs) NIINs/items in support of the KC46 Pegasus Military Unique DLR effort. The initial KC-46 Military Unique DLR contract SPRPA121D9002 (a 3 year base period with 2 ,1-year option period) was awarded on 18 December 2021 as a subsumable against the Boeing Captains of Industry (BCOI) contract with The Boeing Company, cage code 0PXV4. The BCOI contract represents a performance-based supply chain management program to support Boeing aviation platforms (AV-8B, C-17, CH-37, F/A-18, F-15, KC-135, B-52, B-1, E-3, AGM-84/86, P-8, and KC-46). This contract includes wholesale supply support, depot-level consumable support, material management, sustaining engineering. A complete list of the increment two items/NIINs is attached. The anticipated contract for the increment will be awarded by DLA Aviation Philadelphia against the Boeing Captains of Industry (BCOI) contract, SPRPA1-14-D-002U with The Boeing Company, Cage Code 0PXV4, located in Saint Louis, MO, under the authority of FAR 6.302-1. The BCOI contract is strategic in nature and will be the primary vehicle for the direct material support. Boeing will be required to fill DoD customer requisitions for the Stock Numbers in the market basket (NSNs) (See Attached Market Basket for this increment).

The purpose of this Sources Sought Notice is to conduct market research and to gauge potential interest in subcontracting opportunities for the support of the anticipated program in which DLA intends to contract on a sole source basis with The Boeing Company. The proposed North American Industry Classification Systems (NAICS) code is 3364, which has a corresponding size standard of 1500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. This notice is for information and planning purposes only and does not constitute an RFP or commitment by the Government. DLA Aviation at Philadelphia anticipates possible exercise of an option for December 18, 2023 through December 17,2024 under an existing contract with Boeing to execute a comprehensive and holistic performance based supply chain management program to support the KC-46 aircraft. In addition the exercise of the option against this existing contract, the government intends to add approximately 18 additional NIINs for support at this time (full list of NIINs to be included in this announcement). The acquisition of performance-based support is under the Boeing Captains of Industry (BCOI) contract, SPRPA1-14-D-200U. The contractor will be required to fill DoD and FMS customer requisitions for approximately 68 NIINs. The NSNs are comprised of Depot Level Repairables (DLRs). The contractor will be required to meet supply chain performance based metrics for material availability. Under the BCOI contract the contractor will provide following: logistics management, which Includes wholesale supply support, consumable support, material management, engineering support and sustainment elements, packaging, storage, reliability Improvements, and engineering support. The support includes spare parts/material support used in the maintenance activities at KC46 DoD Operating Sites. The contract is planned as a Cost Plus Fixed Fee (CPFF) action against the BCOI contract, which is strategic in nature and will be the primary vehicle for procurement of the KC46 support. The contractor will be required to deliver their supplies to Government wholesale and retail supply points within specified time windows. The BCOl contract has a performance period of five (5) year base period with one five (5) year option to extend the contract for a total performance period of ten years. Provisioning is ongoing for this aircraft and changes are still being made to the design/configurations. Boeing will ensure the parts delivered are the latest configuration using their technical knowledge as the aircraft manufacturer delivering production aircraft.
