The item is flight critical and/or lacks adequate technical data for full and open competition, and only previously approved sources have been solicited. New sources must submit the required NAVSUP WSS Source Approval Brochure information with their offer; offers missing required source-approval data will not be considered. The Government intends to negotiate with only one source under FAR 6.302-1, though responsible sources may identify interest and capability or submit proposals, quotations, or capability statements.
