The Government requires three each of a specified flight-critical item, delivered FOB origin, and intends to solicit and negotiate with only one source under FAR 6.302-1. The item’s design is unstable: engineering, manufacturing, or performance characteristics show unmet design objectives, major changes are contemplated, and the present configuration is expected to become obsolete and unusable. Limited acquisition/repair from the current source is anticipated pending configuration changes, and Government source approval is required before award because only previously approved sources have been solicited and adequate technical data for full and open competition has not been determined. If not an approved source, bidders must submit the NAVSUP WSS Source Approval Information Brochure-required data with their proposal, and offers lacking all required data or documentation of prior complete submission will not be considered. All responsible sources may identify interest and capability, but this is not a request for competitive proposals and any decision not to compete is within the Government’s discretion.
