The requirement is for 3 each of a flight-critical part, delivered FOB origin, with acquisition restricted to Government-approved sources due to unique design, engineering, manufacturing/repair knowledge, and data rights. New sources must qualify through the design control activity and submit the applicable NAVSUP WSS Source Approval Brochure information with their offer; incomplete submissions will not be considered. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, and only previously approved sources have been solicited. All responsible sources may identify interest and capability, but this is not a request for competitive proposals and any decision to compete is at Government discretion. The acquisition will not use FAR Part 12 commercial-item procedures, though interested parties may identify commercial-item capability to the contracting officer.
