ACTUATOR,MECHANICAL
This DLA RFQ seeks quality-assured repair items under Emergency Acquisition Flexibilities for NAICS 336413 (small-business size standard 1,250), with no drawings available and award effectively limited to Government-approved sources; distributors of approved sources must provide an authorized distributor letter on the source’s letterhead to the buyer. The contractor must maintain an approved quality control system (Mil-I-45208A, Mil-Q-9858, ISO 9000/9001/9002 or equivalent), prepare a Repair Quality Plan and inspection/test/repair procedures for Government review, and control purchased and nonconforming material. Receiving-inspection evidence must be retained at least 12 months after end-item acceptance, and CLIN/serial-number historical files must be maintained and made available to the Government; IRB authority is delegated only for minor nonconformances/scrap/rework, while “as-is” MRB disposition remains with the Government. The Government may randomly select accepted repaired CLINs quarterly for repair assessment testing—including performance, environmental, and quality conformance testing—at CFA or another designated Government location. Marking and packaging must follow MIL-STD-130 and MIL-STD-2073, supplies carry a one-year warranty from delivery with defects reported within 45 days of discovery, and Critical Safety Item clause DFARS 252.209-7010 applies.
