This DLA solicitation seeks newly manufactured spare parts only; refurbished, remanufactured, or repaired items are ineligible, and offers from non-government-approved sources or distributors lacking an authorized distributor letter will be technically unacceptable. The contractor must maintain a compliant quality control system (MIL-I-45208A, MIL-Q-9858, ISO 9000/9001/9002, or equivalent), including a repair quality plan, purchased-material controls, receiving inspection, failure analysis/corrective action, nonconforming-material control, and Government-approved IRB/MRB dispositions. Government inspection and acceptance may be at source, and the Government may conduct repair assessment testing on randomly selected CLIN samples from quarterly repair production completions, shipping them to CFA or another designated Government location. The contractor must keep inspection evidence for at least 12 months after end-item acceptance and maintain CLIN/serial-number historical records for receipt inspection, repair, parts replacement, and acceptance testing, making them available to the Government on request. This is an emergency acquisition with synopsis waived for urgency, and all items must meet MIL-STD-130 markings and applicable MIL-STD-2073 packaging requirements.
