This is a critical application item procured under Emergency Acquisition Flexibilities (EAF/SEPA), with no drawings available and a requirement for quantity 10 with delivery in 382 days. Award will be evaluated on price, delivery timeframe, and past performance, with non-price factors combined approximately equal to price. The contractor must maintain a quality control system compliant with MIL-I-45208A, MIL-Q-9858, ISO 9000/9001/9002 or equivalent, including a Repair Quality Plan, purchased-material controls, receiving inspection, nonconforming material control, and records retention. The contractor has delegated IRB authority for minor nonconformances, scrap, or rework, while the Government retains MRB authority for “AS-IS” and minor nonconformance dispositions via DCMC to the NAVSUP Contracting Officer. Markings and packaging must comply with MIL-STD-130 and MIL-STD-2073, and the Government may select repaired CLIN samples for repair assessment testing at the CFA or another Government-designated location.
