This is a Critical Application Item for ALRE, used in a crucial shipboard aircraft launch/recovery system, requiring manufacture, testing, and inspection to NAWCAD LKE Drawing 506398-1 (CAGE 80020) and referenced MPRs, with ISO 9001 or higher and rigorous 100% / AQL inspection, NDT, traceability, and MIL-STD packaging requirements. New manufacturers may require a pre-award survey and post-award conference. First Article Testing applies: one uncoated unit, with contractor notice to the PCO, ACO, and QAR 14 days before testing, a FAT report within 15 days after testing, and Government approval/disapproval within 45 days after inspection. Final inspection requires at least 14 days’ notice to DCMA QAR and NAWC Lakehurst QA, ALRE CAI records must be retained seven years, and NDT must be performed by NADCAP- or ISO 17025-accredited organizations. Award evaluation considers price, delivery timeframe, and past performance (non-price factors approximately equal to price), a reverse auction may be conducted, and post-award requests must use the NAVSUP WSS Vendor Portal/Workflow Pro Mod Assist, with First Article and production at the same facility.
