This is an Emergency Acquisition Flexibilities procurement for a Flight Critical/Critical Application Item used in shipboard aircraft launch/recovery, requiring Naval Air Systems Command engineering source approval; only previously approved sources are eligible, though others may submit a Source Approval Request. The item must be manufactured, tested, and inspected to drawing 3429AS6920 and referenced NAWC Lakehurst specifications, with ISO 9001 or higher, 100% inspection of critical/major characteristics, plating/hardness/NDT, AQL sampling, traceability, MIL-STD-130 marking, MIL-STD-2073 packaging, and seven-year record retention. First Article testing is required (one uncoated unit) with contractor notification to the Government at least 14 days before testing, a test report due within 15 calendar days, and Government approval/disapproval within 45 calendar days; waiver may be possible for identical previously accepted production, with alternate pricing for waiver. First Article and production must be produced at the same contractor facility, final inspection requires at least 14 days’ notice to the buying office/NAWC Lakehurst and DCMA QAR, and post-award requests must be submitted through the NAVSUP WSS Vendor Portal/Workflow Pro Mod Assist.
