This emergency-flexibility acquisition is for a critical flight/shipboard component requiring engineering source approval by Naval Air Systems Command; only previously approved manufacturers are eligible for award, and others may submit a Source Approval Request (drawings are not available). The item must be manufactured, tested, and inspected to NAWC Lakehurst drawing 19-40763-7, Rev AD, with First Article testing of one uncoated unit, contractor-provided facilities/personnel, and a test report. Quality requirements include 100% inspection of critical/major characteristics, plating, hardness, and NDT; AQL 1.5 for Class 3 threads/tight-tolerance features; traceability marking; MIL-STD-130/MIL-STD-2073 packaging; and NADCAP or ISO 17025-accredited NDT. The contractor must notify the PCO, ACO, and QAR 14 calendar days before First Article testing, submit the FAT report within 15 calendar days after testing, and the Government has 45 calendar days after inspection to approve, conditionally approve, or disapprove. Performance/inspection is tied to NAWC Lakehurst and final inspection may be witnessed by the buying office and NAWC Lakehurst, with NAVAIR code addresses at Joint Base MDL, NJ, and ALRE CAI records must be retained seven years.
