The Government intends to procure 40 each of NSN 7R-5841-014339479-KB under TDP version 002, FOB origin, as a critical safety item subject to applicable DFARS/DLAD clauses. Only newly manufactured spares from the OEM or Government-approved sources are acceptable; refurbished, remanufactured, or repaired material is ineligible. Because the item is flight critical and adequate technical data are not available for full and open competition, the part requires Government engineering source approval, and only previously approved sources have been solicited. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, although responsible sources may submit proposals, quotations, or capability statements for consideration. Non-approved sources must submit the required NAVSUP WSS Source Approval Brochure information with their proposal, and offers lacking required data or prior data submission will not be considered for award.

This amendment decreases the required quantity from 40 to 6 units; all other terms and conditions remain unchanged. The item is a Critical Safety Item, and the higher-level quality requirement is AS/EN/JISQ 9100 or equivalent, with delivery indicated at 90 days. Offerors must provide newly manufactured, new unused OEM stock only; refurbished, remanufactured, or repaired material is unacceptable, and non-government-approved sources will be deemed technically unacceptable. Distributors of approved sources must provide an authorized distributor letter on the source’s letterhead to the buyer. Markings must comply with MIL-STD-130 and packaging with MIL-STD-2073.
