This contract is for manufacturing aluminum containers per Sikorsky drawing requirements, with strict welding, cleaning, UID marking, and quality assurance specifications, and it is set aside for small businesses. Engineering source approval from the design activity is required, though new manufacturers may face pre-award surveys and post-award conferences. First article delivery is due within 120 days of contract award, the government has up to 60 days for testing, and the contracting officer will notify the offeror within 90 days of receiving the first article. The government estimates first article testing cost at $10,000, and testing will take place at Naval Air Warfare Center Aircraft Division in Lakehurst, NJ, or NSWC Indian Head at Picatinny Arsenal, NJ. Offerors who previously supplied identical production items may request a waiver of first article testing requirements.
