This is a total small business set-aside for the manufacture of an aluminum container set (outer shell and inner frame adapter assembly) for the T-56 QECA engine, requiring engineering source approval for new manufacturers. A first article test is required, with one unit due within 160 calendar days of contract award to a government test facility in Lakehurst, NJ or Picatinny Arsenal, NJ, followed by a 120-day testing period and a 120-day approval notification period. The government estimates first article testing cost for each offeror at $20,000, which will be added to the offered price for evaluation, and all costs and responsibilities for shipping the first article to and from the test facility are borne by the contractor. Offerors who previously delivered identical production articles accepted by the government within the last three years and from the same production location may request a waiver of the first article approval requirement and provide alternate pricing. Manufacturing must comply with strict welding, cleaning, leak testing, and UID marking requirements, and the contractor is responsible for all tooling and fixtures.
