This solicitation is for the procurement of new, commercially available aircraft components that must meet specific form, fit, and function requirements. Offerors must provide documentation proving the commerciality of their items and supply full traceability from the original manufacturer, including a mandatory FAA Form 8130-3 Authorized Release Certificate for all deliveries. All components must be newly manufactured spares; refurbished, remanufactured, or repaired material is unacceptable. Offers from sources not approved by the government will be deemed technically unacceptable, and any distributors must submit an authorization letter from the approved source with their proposal. The acquisition will follow commercial item procedures under FAR Part 12 and other applicable regulations.

This is a proposed non-competitive, sole-source contract action for 47 commercial, off-the-shelf parts. The Government intends to negotiate with only one source but will consider expressions of interest or capability statements from all responsible sources. Proposals received within 45 days of the synopsis publication will be considered. Interested parties may also identify their capability to provide a commercial item solution within 15 days of this notice.
