This Emergency Acquisition Flexibilities solicitation covers repair, testing, and inspection of items under a detailed Statement of Work, with the contractor responsible for tooling, test equipment, inspection, and quality functions. The contractor must maintain a quality control system compliant with Mil-I-45208A, Mil-Q-9858, ISO 9000/9001/9002 or equivalent, including a repair quality plan, purchased material control, receiving inspection, failure analysis/corrective action, nonconforming material controls, and Government review/approval of procedures and data. Drawings are not available, and only Government-approved sources are acceptable; distributors of approved sources must provide an authorized distributor letter from the source on letterhead to the buyer point of contact. Markings must meet MIL-STD-130, packaging must meet MIL-STD-2073, and MIL-W-81381 wire is prohibited in favor of SAE-AS22759 series wire; NAICS 333914 applies with a small business size standard of 750. The Government may select repaired CLIN samples for performance, environmental, and quality conformance testing at CFA or another designated location, and the contractor must retain receipt, repair, test, and QA records, including receiving inspection evidence for at least 12 months after end-item acceptance.
