The item is commercial/nondevelopmental/off-the-shelf, and applicable DFARS clauses for Critical Safety Items, Procurement Note E05 (DLAD 46.292), and Contractor Business Systems are incorporated by reference. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, though responsible sources may identify interest or submit proposals, quotations, or capability statements.
