This is a contract for the repair of items requiring compliance with MIL-STD-130 marking and MIL-STD-2073 packaging. The contractor must maintain a quality management system meeting MIL-I-45208A, MIL-Q-9858, or ISO/AS 9100-equivalent standards, and implement an approved quality assurance program plan covering inspection, failure analysis, corrective action, and nonconforming material control. The government retains Material Review Board authority for "as-is" dispositions and minor nonconformances, while the contractor has limited Internal Review Board authority for rework and minor issues. The government may also select completed items for random repair assessment testing on a quarterly basis. The solicitation includes numerous FAR clauses on Buy American, equal opportunity, veterans, and security prohibitions, and is issued under Expedited Acquisition Force authority with synopsis waived.
