This Emergency Acquisition Flexibilities requirement is for repair work subject to MIL-STD-130 marking, MIL-STD 2073 packaging, and a contractor quality control system meeting Mil-I-45208A, Mil-Q-9858, ISO 9000/9001/9002, or equivalent. The contractor must develop, implement, and maintain quality control documentation, test and repair procedures, inspection procedures, a Repair Quality Plan, purchased-material controls, receiving inspection, failure analysis/corrective action, and nonconforming material controls. IRB authority is delegated to the contractor only for minor nonconformances, scrap, or rework, while formal MRB authority for “AS-IS” and minor nonconformance dispositions remains with the Government through the DCMC and NAVSUP Contracting Officer. The Government may randomly select completed repair CLINs each quarter for performance, environmental, and quality conformance assessment testing, shipped to CFA or another Government-designated location. Records must be maintained by CLIN serial number, including receipt inspection, repair travelers/cards, parts replacement and inspection data, and acceptance test data, and purchased-material inspection evidence must be kept for at least 12 months after end-item acceptance.
