16--CABIN TEMPERATURE I
This is a procurement for commercial aircraft components that must be currently in production or commercially offered and meet the Government’s form, fit, and function requirements, supported by commerciality and technical documentation. Offerors must supply only new, unused, FAA-certified parts with full supply-chain traceability and a properly executed FAA Form 8130-3 Authorized Release Certificate; refurbished, remanufactured, or repaired material is unacceptable. Offers are limited to government-approved sources, and distributors must submit an authorized distributor letter on source letterhead to the buyer, with drawings unavailable. Packaging, labeling, shipment traceability, and a commercial warranty at least equal to those offered to commercial customers are required, including workmanship, replacement parts, and technical support; the incorporated noncomplex warranty clause sets a 12-month period with defects reported within 45 days after discovery. This effort is issued under EAF/SEPA authority, IUID is not required for these commercial items, and source inspection/product verification testing and certain DFARS/DLAD clauses may apply, with no military-unique CDRL unless identified.
