This solicitation seeks the procurement of commercial aircraft components that must be currently in production and available in the commercial marketplace. Offerors must provide documentation proving commerciality, ensure components meet form, fit, and function requirements, and clearly justify any deviations. All deliverables must be new, unused spares with full traceability, including an FAA Form 8130-3 Authorized Release Certificate issued by an FAA-approved production approval holder. Shipments require traceable packing lists, standard commercial warranty coverage, and proper labeling with part number, manufacturer/CAGE code, and serial/lot number. Only government-approved sources or authorized distributors with a distributor letter are eligible, and refurbished or repaired material will not be accepted.

The government intends to solicit and negotiate with only one source under FAR 6.302-1 for a commercial/nondevelopmental/off-the-shelf item: NSN 7R-1680-015854787-P8, ref 129666-3, quantity 22, with delivery FOB origin. Interested parties may obtain applicable military/federal specifications and standards from the DODSSP/ASSIST system, but patterns, drawings, and purchase descriptions are not stocked there. All responsible sources may submit capability statements or proposals for consideration, though this notice is not a request for competitive proposals. The government will determine whether to compete based on responses to this notice. Based on market research, the government is not using FAR Part 12 commercial item acquisition policies for this requirement.
