The Government intends to solicit and negotiate this supplies/services requirement on a sole-source basis under FAR 6.302-1 because the data needed to acquire/repair the part competitively is not physically available, cannot be obtained economically, and adequate specifications cannot be drafted. The requirement is for quantity 2 each with delivery FOB origin. All responsible sources may identify their interest and capability to respond or submit proposals, quotations, or capability statements, but this notice is not a request for competitive proposals. Specifications and standards can be obtained through DODSSP/ASSIST-Online, though patterns, drawings, deviation lists, and purchase descriptions are not stocked at DODSSP. Based on market research, FAR Part 12 commercial-item policies are not being used, but interested persons may identify to the contracting officer their interest and capability to satisfy the requirement with a commercial item.
