The design of this part is unstable. Engineering, manufacturing, or performance characteristics indicate that the required design objectives have not been achieved. Major changes are contemplated because the part has a low process yield or has demonstrated marginal performance during tests or service use. These changes will render the present part obsolete and unusable in its present configuration. Limited acquisition/repair from the present source is anticipated pending configuration changes. The subject item requires Government source approval prior to contract award, as the item is flight critical and/or the technical data available has not been determined adequate to support acquisition via full and open competition. Only the source(s) previously approved by the Government for this item have been solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in one of the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures listed below. SOURCE SOUGHT NOTICE: DLA Aviation Philadelphia is seeking eligible contractors to furnish effort including labor, material, and facilities as may be required to manufacture the items as specified within this document. The Government intends to solicit and negotiate with only one source or a limited number of responsible sources under the authority of FAR 6.302-1. The Government intends to solicit for the procurement of: NSN 017248923, P/N 968E001, SHIPPING AND STORAG, and the E8 the item is used on or supports. (If procuring multiple items, see attached listing). The Government does not possess the data necessary to perform the required manufacture of the item. All responsible sources may express their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after the date of publication of this Sources Sought Notice may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
