Defense Logistics Agency (DLA) Aviation at Philadelphia is issuing this sourcessought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the V-22 aircraft . The Government intends to solicit for the following requirement in support of the V-22 COI: This requirement will be for Field Service Representative (FSR) Technical Support and Logistics Support Representative (LSR) Technical Support to Marine Helicopter Squadron One (HMX-1) stationed at Marine Corps Base Quantico, Virginia. The Contractor shall provide Field Service Technical and Logistic support expertise supporting MV-22 aircraft on-board Marine Corps Base (MCB) Quantico, Virginia and other designated areas in accordance with Commander Naval Air Forces COMNAVFOR Instruction 4790.2D The Naval Aviation Maintenance Program (NAMP), OPNAV Instruction 4790.14B Joint Depot Maintenance (JDM), Marine Corps Order (MCO) 8023.3B and applicable FST and NAVAIR processes. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.3021. The government does not possess (or cannot provide) the data necessary to perform all of the required services to support the V-22 aircraft . All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. Sources that are not approved must obtain source approval from the Government. Please note that if the evaluation of source approval requirements precludes the ability to obtain subject support in time to meet Government requirements, award of the subject requirement may continue based on support needs.
