DLA Aviation Philadelphia is publishing and soliciting this addendum to the subject RFP for a proposal for the following requirement in support of the V-22 COI. The period of performance for this requirement will be from two - nine months. The Government intends to award on a sole source basis in accordance with FAR 6.302-1(a). This effort will provide Line of Effort (LOE) 3 support and include engineering investigation requests of the Safety Tree Driver, CV-22 Mishap investigation. This change will affect the base year of contract SPRPA1-24-D-9001 that was awarded under the DLA Captains of Industry (COI) contract, SPRPA1-17-D-009U. Section 4.2 of the Statement of Work will be updated to incorporate the required support. The Government acknowledges that this is a cost change to the negotiated price and is requesting that Bell Boeing provide a proposal for this support within scope of the contract and its additional costs. The Bell Boeing Joint Project Office is the original equipment manufacturer (OEM) of these items with design control, authorization, and documentation to manufacture. The Bell Boeing Joint Project Office (JPO) is a joint venture of Bell Helicopter Textron, Inc. (BHTI) and The Boeing Company and is considered a separate business entity from both parent companies. The JPO owns the limited data rights to these items. The Government does not have the drawings or complete data packages. However, some limited demand data is available upon request. The Government reserves the right to add to, delete, or change any of the functions under this solicitation.
