This is a pre-solicitation notice that the Defense Logistics Agency (DLA) Philadelphia plans to award a three (3) year (3 base years with no option period) Requirements Firm Fixed Price (FFP) Long Term Contract (LTC) for the procurement of various items with various quantities (see a list of items/NIINs and respective estimated quantities below) in support of the Reaction Control System (RCS). The below quantities are the Government's best estimated quantities (BEQs) at this time. DLA reserves the right to modify (add or delete items) the list as needed at a later date. For this effort, the Government intends to solicit and negotiate with the BAE Systems, Cage Code U9143, located in U.K, under the authority of FAR 6.302-1. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336413. Based on the market research, the acquisition will be conducted with BAE Systems, Cage Code U9143 using other than full and open competition as prescribed in FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The government lacks sufficient technical data to compete this requirement effectively and BAE possesses the technical capability and the data to produce these items. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
