This shall serve as a notice to synopsize Amendment (0001) to Solicitation SPRPA1-24-R-001U for Increment Four (38 Items) in support of the KC-46 Aircraft. The Defense Logistics Agency (DLA) Philadelphia plans for the potential award of Increment Four (38 NIINs) under subsumable Commercial Common DLRs contract SPRPA1-22-D-002U (a three (3) year base period with Two 1-year option periods) placed against the Boeing Captains of Industry (BCOI) contract SPRPA114D002U, with The Boeing Company, cage code 0PXV4, located in Saint Louis, MO, under the authority of FAR 6.302-1. The estimated award date is June 2025. The BCOI contract is strategic in nature and will be the primary vehicle for the direct material support. The potential addition of Increment Four (38 NIINs) will fall within Option Year One (1) of Commercial Common Strategic Repair (CCSR)contract, under subsumable contract SPRPA1-22-D-002U as aforementioned. The contractor shall provide repair support for Commercial Common (CC) Depot Level Repairables (DLRs), satisfying requirements of the United States Air Force (USAF); The contractor will be required to meet the Repair Turnaround Time (RTAT) delivery cycle as outlined under RFP SPRPA1-24-R-001U (with corresponding Statement of Work) in order to provide Ready For Issue (RFI) item/NIIN availability (either repaired, replaced, or overhauled). Contractor will be required to deliver an FAA certified RFI DLR which can be repaired/replaced/overhauled or provide new or serviceable used material that meets the quality requirements outlined in the BCOI contract. Boeing will ensure the parts delivered are the latest configuration using their technical knowledge as the aircraft manufacturer delivering production aircraft. (Please see attached Market Basket of items (NIINs) for Increment Four.) It is the Government’s intent to use a letter solicitation format (for this Amendment) to the sole source Original Equipment Manufacturer (OEM). Therefore, if any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable). Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (Steven.Powell@sba.gov). The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government. The purpose of this Sources Sought Notice is for the advertisement of Amendment 0001 to Solicitation (RFP) SPRPA1-24-R-001U to conduct market research and to gauge potential interest in subcontracting opportunities for an additional 38 commercial common DLRs. The Defense Logistics Agency (DLA) Philadelphia plans for the potential award of Increment Four (38 NIINs) under subsumable Commercial Common DLRs contract SPRPA1-22-D-002U (a three (3) year base period with Two 1-year option periods, base period awarded on 07 April 2021 against the Boeing Captains of Industry (BCOI) contract SPRPA114D002U, with The Boeing Company, cage code 0PXV4. The potential addition of Increment Four (38 NIINs) will fall within Option Year One (1) of subsumable contract SPRPA1-22-D-002U as aforementioned. This contract includes wholesale supply support, depot-level consumable support, material management, sustaining engineering. A complete list of the increment four items/NIINs is attached. The anticipated contract for the increment will be awarded by DLA Aviation Philadelphia against the Boeing Captains of Industry (BCOI) contract, SPRPA1-14-D-002U with The Boeing Company, Cage Code 0PXV4, located in Saint Louis, MO, under the authority of FAR 6.302-1. The BCOI contract is strategic in nature and will be the primary vehicle for the direct material support. Boeing will be required to fill DoD customer requisitions for the Stock Numbers in the market basket (NSNs) (See Attached Market Basket for this increment).
