Award will be made on a lowest-price technically acceptable basis under FAR Part 12 commercial-item procedures; offerors must provide OEM authorization/traceability if not the manufacturer and identify any EDI exceptions. Quality requirements include MIL-STD-130 marking, MIL-STD-2073 packaging, ANSI/ESD S20.20 electrostatic discharge controls, source inspection/acceptance, and mercury-free construction for submarine/surface ship use.
