Offerors must comply with MIL-STD-130 marking, MIL-STD-2073 packaging, CMMC Level 1 self-certification, and OEM/authorized-distributor traceability requirements; refurbished material is unacceptable. Inspection and acceptance are at source, and the contractor must retain inspection records for 365 calendar days after final delivery. Award will be based on Lowest Price Technically Acceptable criteria, with electronic invoicing and receiving through PIEE/WAWF, and any approved production facility change requires a $250 price reduction. Contractual documents are considered issued when mailed, faxed, or sent electronically, and government acceptance of a proposal constitutes bilateral agreement to those documents.
