This procurement is for the manufacture and quality assurance of an oscilloscope to the design represented by CAGE 82199, reference number MXO4-B2410; drawings or technical data are not available. Offerors that are not the manufacturer must identify the OEM, CAGE code, and offered part number, and award will be made only to authorized distributors of the original manufacturer’s item. Award evaluation will use Lowest Price Technically Acceptable criteria under FAR Part 18 emergency acquisition flexibilities, with inspection and acceptance at source and packaging per MIL-STD-2073. Contractors must use Workflow Pro and submit invoices/receiving reports electronically through PIEE-WAWF; inspection records must be retained for 365 calendar days after final delivery. Any change in production facility requires prior Contracting Officer approval and a $250 price reduction to cover administrative costs.
