The government requires manufacture of rotary radio-frequency couplers (COUPLER,ROTARY,RADI) to specified CAGE/reference-number designs, with higher-level inspection and an ISO 9001 or MIL-I-45208 quality system. Award will be based on Lowest Price Technically Acceptable criteria. Offerors must perform 100% visual, dimensional, and mechanical inspection plus 100% electrical performance testing per CAGE 25634 P/N 21146/1, and soldering must meet IPC J-STD-001 Class 3. Refurbished material is unacceptable, and distributors/dealers must meet traceability requirements and identify the OEM CAGE and part number if not the manufacturer. Packaging, preservation, packing, and marking must follow the schedule and MIL-STD-2073, and any production facility change requires Contracting Officer approval with a $250 administrative cost reduction.
