This pre-soliciation notice is being issued to advise that DLA Maritime Mechanicsburg intends to solicit for a firm fixed price 5 year indefinite delivery, indefinite quantity contract for the following item: NSN: TBD THERMAL IMAGER IAW PURCHASE DESCRIPTION SCAT: 4150/1150 dtd 23 Feb 2021 (ATTACHED) ESTIMATED YEARLY DEMAND QUANTITY: 30 EACH AMC CODE 2G - The Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling or manufacturing restrictions. (This is the only AMSC that implies that parts are candidates for full and open competition. The requirement will be solicited unrestricted. The government's intent is to issue a firm fixed price long term indefinite delivery indefinite quantity contract for a period of 3 base years and 2 one year option periods. Once the solicitation is released, all interested parties will be required to submit a technical proposal demonstrating how your item meets each part of the specification (PURCHASE DESCRIPTION 4150/1150, attached) and those that are approved by Naval Research Laboratories (NRL) will then be required to submit bid samples for testing by NRL as well. Pricing will then be requested from each source that receives approval of both their technical proposals and bid samples. (This is the only AMSC that implies that parts are candidates for full and open competition. The government’s intent is to issue a firm fixed price long term indefinite delivery indefinite quantity contract for a period of 3 base years and 2 one year option periods. Interested vendors will be required to submit a technical proposal showing how the item you are offering meets the specifications in purchase description (SCAT 4150/1150). Upon approval of technical proposals, those vendors will be required to submit Bid Samples to Naval Research Laboratories (NRL) for testing/approval. Upon approval of Bid Sample Testing, pricing for the 5 year period of performance will be requested. Sources capable of and interested in supplying this item should complete the attached market survey form.
