All interested parties will be required to submit Pricing and a technical proposal demonstrating how your item meets each part of the specification (PURCHASE DESCRIPTION : SCAT 4312 ) and those that are approved by Naval Research Laboratories will then be required to submit bid samples for testing to NRL as well.
