This procurement is a small business set aside; only offers from small businesses will be considered for award. This is the 4th time posting a solicitation for this requirement. The original posting was for a 5 year long-term contract and small business set-aside resulting in no offers. The second posting was for a 5 year long-term contract with full and open competition resulting in no offers. Feedback from potential vendors indicated reluctance in committing to a firm fixed price long-term contract in an unpredictible economy. The third posting was re-configured as a base and option solicitation in response to the feedback.
