The purpose of Amendments 0002 and 0003 to Solicitation SPRDL1-23-R-0015 is to extend the closing date, waive the Buy American Act requirement, and update and/or delete specified clauses. Amendment 0002: 1. Solicitation SPRDL1-23-R-0015 closing date will be extended through 18 Jul 2023. 2. Clause 52.204-27, titled Prohibition on a ByteDance Covered Application (JUN2023) has been inserted into this solicitation, per DLA LND WRN Procurement Bulletin #023-08. 3. Clauses 252.204-7006, BILLING INSTRUCTIONS; 252.243-7002, REQUESTS FOR EQUITABLE ADJUSTMENT; and 252.203-7002, REQUIREMENT TO INFORM EMPLOYEES OF WHISTLEBLOWER RIGHTS; 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (OCT 2022), have all been updated in this solicitation. 4. Clause 252.213-7000, NOTICE TO PROSPECTIVE SUPPLIERS ON USE OF SUPPLIER PERFORMANCE RISK SYSTEM IN PAST PERFORMANCE EVALUATIONS, has been deleted from this solicitation. 5. All other terms and conditions of the solicitation remain the same. Amendment 0003: 1. On 20 Jun 2023 the Office of Management and Budget approved a waiver for the Buy American Act requirement for this procurement of 17 diesel engines with a 100% Option for 17 more. This means all requirements and references for the Buy American Act in solicitation SPRDL1-23-R-0015 and referenced part number DR1439FRS, and the resulting follow-on contract, are hereby waived for this procurement. The waiver includes the partial or total exercise of the 100% Option of 17 diesel engines. 2. Clauses 252.225-7001, BUY AMERICAN AND BALANCE OF PAYMENTS PROGRAM--BASIC (JAN 2023) and 252.225-7000, BUY AMERICAN STATUTE--BALANCE OF PAYMENTS PROGRAM CERTIFICATE--BASIC, have been deleted from this solicitation and all amendments as a result of the waiver. 3.
