DLA Aberdeen anticipates issuance of a Request for Proposal (RFP) on or about March 28, 2023, for NSN: 5965-01-549-6390, Handset. This spare is used in various Army radios, most notably the Single Channel Ground and Airborne Radio System (SINCGARS), CECOM Part Number SM-D-889337, H-250/VCEB Handset.a very high frequency radio that provides voice and data communication for ground vehicles. The H-250/VCEB Handset is a version of the H-250/U Handset, which is a lightweight noise cancelling handset designed to meet U.S.A. Military Specification MIL-PRF-49078A. The H-250/VCEB version includes a built-in volume control and a built-in 2.5mm phone jack and an audio jack. The rotary volume control is positioned for easy access for either thumb or finger operation. This handset is used with a vast number of radios in the Army Fleet. The First Article Test (FAT) will be required for this item. The Government owns the technical data package (TDP) for this NSN. The complete TDP, which may include the top level drawings, component level drawings, test requirements for manufacture and acceptance of this item will be released along with the solicitation upon request of interested vendors. The TDP for this item is subject to the International Traffic in Arms Regulations (ITAR). This information shall not be provided to non-U.S. persons or transferred by any means to any location outside the United States Department of State. Interested source wishing to the top level drawings of this item must demonstrate that your company has an active status in the Defense Logistics Agency Joint Certification Program (JCP) when submitting request to the Government Point of Contract. An Indefinite Delivery Indefinite Quantity (IDIQ) contract with one five-year base period and no option periods will be awarded. The NAICS code for this item is 334310. The RFP will be issued using full and open competition after exclusion of sources. Furthermore, based on market research, the Government will use the policies contained in FAR Part 15, Contracting by Negotiations. This procurement is a 100% Small Business Set-Aside.
