THIS ACQUISITION IS BEING CONDUCTED UNDER SPECIAL EMERGENCY PROCUREMENT AUTHORITY (SEPA) 1. This solicitation, called DLA Land at Aberdeens Master Solicitation for Acquisitions Using Simplified Acquisition Procedures (herein referred to as the Aberdeen Master Solicitation), is used by the DLA Land at Aberdeen contracting office to issue requests for quotations (RFQ) and awards of purchase orders for acquisitions up to the simplified acquisition threshold (SAT). Suppliers are required to read this Aberdeen Master Solicitation and all applicable documents and comply with terms and conditions established. Updated Aberdeen Master Solicitations will be identified by a date and revision number. 2. The Aberdeen Master Solicitation contains multiple parts. Part I instructs suppliers in the submission of quotations and award evaluation. Part II contains the mandatory provisions and clauses, conditional provisions and clauses, and procurement notes that apply to the RFQs and purchase orders. Provisions, clauses, and procurement notes are incorporated by reference. They have the same force and effect as the full text. The Technical Requirements Document supersedes the packaging data under Section B of the solicitation.
