This solicitation is a small business set-aside procurement. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance and proposed delivery, per provisions (L&M Proc Note 215-9C09, L&M Proc Note 211-9051, and L&M Proc Note L08).
