The United States Logistics Command (LOGCOM), Commercial and Government Entity (CAGE) 01365, has the proprietary rights of the drawing, and Astronics Test Systems (hereinafter Astronics), CAGE 0W200, is identified as the design/ source control of the item. Attached is the technical data package. This distribution box is a government item, but the internal components are all commercial off the shelf (COTS). FAR 12- Acquisition of Commercial Items- procedures apply. FOB will be origin and inspection and acceptance will be destination. This solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp, after the issue date of 03/17/2021. Hard copies of this solicitation are not available. This solicitation will be unrestricted. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance and proposed delivery, per provisions (L&M Proc Note 215-9C09, L&M Proc Note 211-9051, and L&M Proc Note L08). The required delivery is 210 days ADO (After Date of Award). Best commercial packaging is acceptable. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer. Unit of Issue: EA The Small Business size standard is 500 employees. This proposed procurement includes a family group of items within the Federal Supply Class 6110. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1). Approved source is: Drawing Number Reference- Marine Corps Logistics Command/ CAGE 01365 Design Control Reference- Astronics Test Systems Inc./ CAGE 0W200 Approved Drawing Number: 93006H3000 1) The Reference Number Category Code, and the Reference Variation Code (RNCC/RNVC) for LOGCOM (CAGE 01365) was recently changed from a 5/2 (obsolete, or discontinued item) to D/2, which is a code used as Drawing Number Reference. LOGCOM identified the drawing, and specifications related with the item of supply. 2) Astronics Test Systems, Inc. (CAGE 0W200) is identified as RNCC/RNVC 3/2, which is a code used as a Design Control Reference. This vendor controls the design, characteristics, and production of the item. However, any vendor can compete, and submit a quote if the item is build in accordance to the specifications of the drawing.
