This notice is a Sources Sought Notice for a requirement at the Portsmouth Naval Shipyard. This notice is being issued to determine interested vendors and to help establish an appropriate set-aside if applicable. Please note that this is NOT a Request for Quotation (RFQ) and submission of your company’s interest may not result in your company being considered for a set-aside or bidders list for the RFQ. This sources sought notice is for market research purposes only. Vendors that are able to provide this material need to provide the following in an e-mail to Emily.Kritzman@dla.mil. RESPONSES MUST INCLUDE: 1. Vendor’s name, address, phone number, fax number, and e-mail address. 2. Vendor’s Cage Code (SAM). 3. Vendor’s size status (SB, SDVOSB, 8a, HUBZone, WOSB, etc.,). 4. If the vendor is not the actual manufacturer, the actual manufacturer’s name, Cage Code, and size status is required. 5. Statement explaining capabilities, including, but not limited to, specific Model Numbers, with detailed literature and manufacturers specifications. Information provided in response to this notice MUST include sufficient technical information for an evaluation to be conducted, to determine if a source is capable. Responses that do not include technical information may be determined unresponsive and/or not capable. *** The Portsmouth Naval Shipyard interested in issuing a 5-year IDIQ contract, and is seeking sources capable of providing the following: SCOPE 1. This requirement is for a five (5) year IDIQ (Indefinite Delivery Indefinite Quantity) Contract, to consist of one (1) base year, with four (4) option years. The Period of Performance (POP) is ONE YEAR from the date of award, with FOUR OPTION YEARS. 2. The IDIQ is for the supply of reconditioned steel drums to the Hazardous Waste Storage Facility (The Facility) at Portsmouth Naval Shipyard (The Shipyard). The drums must meet all applicable regulations for the transportation of hazardous materials. The requirement is to provide a combination of various types of 55-gallon drums for use at The Facility along with storage trailers. 2.1. Open Top 1A2 Drum: A removable head steel drum as defined in 49 CFR §178.504(b). 2.2. Closed Top 1A1 Drum: A non-removable head steel drum as defined in 49 CFR §178.504(b). 2.3. 49 CFR 178: Title 49, Part 178 of the Code of Federal Regulations, which specifies requirements for the construction, testing, and marking of packaging for hazardous materials. 2.4. Packing Group II: A hazard level indicating substances presenting a medium danger. Packaging must meet specific performance standards as outlined in 49 CFR Part 178, Subpart L. 2.5. Reconditioned: Drums that have been restored to a condition such that they conform to the original design type and pass the applicable tests. This process includes inspection, cleaning, and any necessary repairs. **See Attached Specifications for details** 4. The IDIQ constraints are as follows: Drums, 1A2 Open Top, MIN of 1704 per year, up to MAX of 3708 per year. Drums, 1A1 Closed Top, MIN of 350 per year, up to MAX of 750 per year. Pick-up & Disposal of used drums. Storage Trailers, approximately 3 trailers at all times. 5. The delivery location is: Portsmouth Naval Shipyard, Kittery, ME. 6. Notes: Only the minimum annual quantity is guaranteed during any one-year period. There is no specific minimum quantity for individual orders after the annual minimum is met. THERE IS NO ANTICIPATED DATE FOR A SOLICITATION AT THIS TIME. ***End of Sources Sought Notice*** *******Questions & Answers******* Q1) I was wondering if it was set in stone that you want reconditioned instead of new? Sometimes the availability of new drums exceeds the availability of reconditioned drums. A1) The need for reconditioned drums is to help drive the cost per unit down. New drums are certainly acceptable, but are much more costly. Reconditioned drums are readily and steadily available. The major environmental waste transporters predominately use reconditioned drums. Q2) Will there be set colors for these drums? A2) Black is the default color for metal drums, and black is preferred. As long as they meet regulatory requirements, and are not yellow, then color is not of our concern. Q3) If we are sending in mixed loads, how is the crew going to be able to easily pull out the type of drum they need? A3) The crew uses a forklift or a pallet jack to move the drums while a trailer is parked at their loading dock.
