All communications for this requirement are governed by the Procurement Integrity Act and FAR 3.104, prohibiting exchange of proprietary bid information, pricing data, or source-selection-sensitive metrics outside authorized contracting channels. Responsive quotes require a signed and completed solicitation submitted via email or fax, with the solicitation and amendments posted on SAM.gov and electronic submission available through SAM.gov. Awardees required to implement NIST SP 800-171 must have a current assessment under DFARS 252.204-7019, unless items are deemed COTS and exempt; COTS status must be identified to the contracting officer during the solicitation period. Quotes must be FOB Destination and include contractor information and CAGE code, POC, manufacturer name/address/country of manufacturing/part number, lead time or delivery date, and completed applicable clause boxes.
