All communications are governed by the Procurement Integrity Act, so proprietary pricing and source-selection-sensitive information must not be exchanged outside authorized contracting channels. To be responsive, an offeror must submit a signed, completed solicitation by email or fax; amendments and electronic quote submission are available through SAM.gov. If NIST SP 800-171 applies, the contractor must have a current assessment under DFARS 252.204-7019 that is not more than three years old unless a shorter period is specified; COTS items are exempt but must be identified to the contracting officer during the solicitation period. Quotes should be FOB Destination and include contractor information and CAGE code, POC, manufacturer name/address/country of manufacture and part number, lead time and/or delivery date, and applicable clause box selections.
