The requirement is governed by the Procurement Integrity Act and FAR 3.104, so proprietary bid information, pricing data, and source-selection-sensitive metrics cannot be exchanged outside authorized contracting channels. A signed and completed solicitation must be submitted via email or fax, with electronic quote submission available through SAM.gov and amendments posted there. Awardees required to implement NIST SP 800-171 must have a current assessment under DFARS 252.204-7019 unless the item is COTS, and any COTS exemption must be identified to the contracting officer. Quotes should be FOB Destination and include contractor information and CAGE code, POC, quote details, manufacturer name/address/country of manufacturing/part number, lead time or delivery date, and applicable clause box checks.
