To be responsive, you must submit a signed and completed solicitation via email or fax, with all required sections filled out, including contractor info, CAGE code, signatures, quote, FOB Destination terms, lead time, and applicable representations in clauses 52.204-24 and 52.212-3. Quotes can also be submitted electronically through SAM.gov, where the solicitation and amendments are posted. If you are not offering Commercial Off The Shelf (COTS) items, you must have a current NIST SP 800-171 assessment that is no more than three years old, and you must identify any COTS items during the solicitation period. Be sure to provide manufacturer details, country of manufacturing, and part number where requested. The solicitation must be read in full, and all instructions must be followed for your bid to be considered.
