This is a Pre-Solicitation Notice as required by the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416) and fulfills the synopsis and advertising requirements prescribed in FAR Part 5 – Publicizing Contract Actions. This acquisition is for a Firm Fixed Price, Definite Delivery Quantity Contract for the manufacture and delivery of the Well Completion Kit (NSN 3820-01-618-2477). Laibe Corporation (Cage: 4N8X6) is the only approved source for the item, Part Number D401320. The solicitation number is SPE8EG21R0010. FAR 13.5 – Simplified Procedures for Certain Commercial Items will be utilized. The applicable statutory authority permitting other than full and open competition is 41 U.S.C. 1901, as implemented by FAR 13.501(a), Sole Source Acquisition. The solicitation will provide for one (1) contract. Any resultant contract will be awarded to the responsible offeror, offering the lowest price, whose offer conforms to all the terms and conditions set forth in the solicitation. Delivery terms will be FOB Destination and Inspection/Acceptance at Destination. The Government required delivery schedule is 180 days after date of order. This Synopsis (Pre-Solicitation Notice) should NOT be considered a Request for Proposal, Request for Quote, or Invitation for Bid. The Government is in no way obligated to purchase any material as result of this notice. The estimated release date of the solicitation is July 22, 2021. This date is subject to change. A copy of the solicitation will be available shortly through the DLA Internet Bid Board System (DIBBS). To locate a solicitation, go to the DIBBS website (https://www.dibbs.bsm.dla.mil), and from the menu bar select "RFP/IFBs", then conduct a search either through the "Search the RFP/IFB Database" or the "Solicitation Package Search" areas. All responsible sources will be able to submit a proposal which will be considered by DLA Troop Support. To compete for an award, regardless of dollar value, you must be registered in the System for Award Management (SAM). The SAM site may be accessed at https://beta.sam.gov.
