SOLICITATION NUMBER: SPE8EG-21-Q-0005 Projected Solicitation Issue Date: February 22, 2021 DLA Troop Support has a requirement for Hand Tools. We anticipate an Indefinite Delivery Indefinite Quantity (IDIQ) Contract for a one year base with four one year option periods. The contract(s) resulting from this solicitation will be a Fixed Price with Economic Price Adjustment (EPA). This procurement will be a Total Small Business Set Aside with F.O.B. Destination to Defense Distribution Center Tracy, CA, Inspection and Acceptance at Origin. Offerors are advised that dependent on the item, Preference for Certain Domestic Commodities/Berry Amendment, Restriction on Acquisition of Hand or Measuring Tools, and Buy American Act apply. An Add/Delete clause will be included in the solicitation. These are fully competitive items with First Article Testing and Quality Conformance Inspection. The First Article Test (FAT) will consist of 3 units for each NSN and will serve as the manufacturing standard. The delivery period with First Article Testing (FAT) is 210 days for the first delivery order and for items without FAT, the delivery period will be reduced to 90-120 days. The solicitation once issued, will be posted onto Beta.Sam, https://www.beta.sam.gov/ and on DIBBS at https://www.dibbs.bsm.dla.mil/. All responsible sources will be able to submit a proposal which will then be considered by DLA Troop Support. Copies of the solicitation will not be available until the solicitation issue date.
