Old Solicitation Number: SPE8ED19R0015 New Solicitation Number: SPE8EG20R0008 Projected Solicitation Issue Date: December 28, 2020 DLA Troop Support has a requirement for commercial 20 foot and 40 foot shipping and storage containers, used by the U.S military and other federal government agencies within the Contiguous United States, Alaska, Hawaii, the outlying areas, and throughout Europe, Africa, and the Pacific. The purpose is to enhance warfighter readiness and provide long term support for customers in Federal Supply Class (FSC) 8150 - Commercial Containers. These Containers are fully competitive items, procured in accordance with a standard ISO commercial item description, and is considered a commercial item. The eleven NSNs and annual estimated quantities (AEQ) for the shipping and storage containers are as follows: Description AEQ 8150-01-463-3177-- 20’x 8’x 8’6” Refurbished, End Doors 250 8150-01-463-3182-- 40’x 8’x8’6” Refurbished, End Doors 81 8150-01-463-8553-- 20’x 8’x 8’6” End Doors, New or One Time Used 210 8150-01-463-8555-- 40’x 8’x8’6” End Doors, New or One Time Used 250 8150-01-488-6545-- 20’x 8’x 8’ (Type I) End Doors 10 8150-01-491-2678-- 20’x 8’x 8’ (Type II) End Doors on Both Ends 2,000 8150-01-491-2727-- 20’x 8’x 8’ (Type III) End Doors on Both Ends and One Side 5 8150-01-501-2741-- 20’x 8’x 8’6” Full One Side Opening, End Doors 508 8150-01-513-4913-- 20’x 8’x 8’6” Two Full Side Openings, No End Doors 16 8150-01-513-6282-- 20’x 8’x 8’6” End Doors on Both Ends, New or One Time Used 50 8150-01-514-8414-- 20’x 8’x 8’6” End Doors on Both Ends and One Side 450 The Government intends to make multiple awards, a minimum of two, five-year Indefinite Delivery Indefinite Quantity (IDIQ) contracts with post-award competition of delivery orders. The period of performance will be for a two-year base period and three one-year option periods, which will include separate annual pricing periods for the option years, a potential contract term of five years. Evaluation will be based on Low Price Technically Acceptable (LPTA). The procurement will be a 100% Total Small Business Set Aside. An Individual Waiver of the Non-Manufacturer Rule has been granted for the proposed solicitation. Delivery will be FOB Destination, Inspection and Acceptance at Destination. Orders will be customer direct with an expected delivery timeframe of 60-180 calendar days depending on customer’s requirement (CONUS/OCONUS). An Add/Delete clause will be included in the solicitation. Please note that the annual estimates may be revised at the time of the solicitation to provide the most accurate and up to date information possible. The solicitation once issued, will be posted onto Beta.Sam, https://www.beta.sam.gov/ and on DIBBS at https://www.dibbs.bsm.dla.mil/. All responsible sources will be able to submit a proposal which will then be considered by DLA Troop Support. Copies of the solicitation will not be available until the solicitation issue date.
