QUOTE SUBMISSION The DLA Internet Bid Board System (DIBBS) electronic upload is the sole method of quote submission. A copy of the solicitation will be made available via DIBBS, https://www.dibbs.bsm.dla.mil./ DIBBS is a web-based application that provides the capability to search for, view, and submit secure quotes for Defense Logistics Agency (DLA) items of supply.
