DLA Troop Support intends to issue a 100% small business set-aside Request for Proposal (RFP) for the acquisition of NSN 6240-01-610-2124 under solicitation number SPE8E9-21-R-0002. This item is manufactured to MilSpec MIL-DTL-16377/86A and requires Government First Article Testing (FAT). ALL vendors will be required to submit a Source Approval Request (SAR) with their proposal for the manufacturer’s end item they will be providing on the contract. Vendors who have previously provided this NSN to the Government under a part number WILL NOT be waived from having to submit a SAR, A SAR package MUST be submitted to DLA with the proposal, which will be forwarded to the Engineering Support Activity (ESA) for review and approval. Upon receiving conditional approval from the ESA a sample will be forwarded to the Government for FAT. A multiple award contract is anticipated. The solicitation period will be 30 days; the RFP will be posted on Beta Sam AFTER February 3, 2021. This procurement will be for a Long-Term Contract. The contract(s) will consist of a two-year base and three possible one-year options, with each option priced out. The required delivery schedule is 60 days after date of order (ADO) for the first 10,000 EA and then 10,000 EA every 30 days thereafter. Deliveries will be F.O.B. Destination to CONUS depots (stock) with Inspection / Acceptance at Destination. If the vendor is required to perform FAT the first order only will have I/A at Origin. All proposals must include a copy of a completed solicitation with Firm-Fixed Pricing for the two-year base and each of the three option periods. Follow directions as outlined in the solicitation when posted.
