This procurement is for one (1) National Stock Number (NSN) 4320-00-631-4859 supporting AIRCRAFT, HERCULES KC-130, Critical Safety Item (CSI). This NSN has an AMC/AMSC of 1/P and is code and part with three approved sources as stated in the attachment. The resulting Long-Term Contract (LTC) from solicitation SPE7MX24R0005 will establish a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity Contract (IDIQ) consisting of five (5) years, which includes a one-year base period and up to four option years. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice. The solicitation will be issued as unrestricted with other than full and open competition in accordance with FAR 6.302-1(a)(2). Based on market research the government is using the policies contained in FAR Part 15 - Contracting by Negotiation in its solicitation for this NSN. Specifications, plans, or drawings are not available. Federal Supply Class: 4320 All responsible sources may submit an offer/proposal, which shall be considered. The final award decision will be based upon a combination of price, past performance, delivery, small business participation, and other factors as described in the solicitation. The item under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979. This solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/. Due to system constraints, it may take as long as three business days from the stated issue date for the solicitation to post to DIBBS. All offers/responses will be due as listed on the closing date and time specified on page 1 of the solicitation.
